The City of Gainesville's Information Technology Division is seeking a qualified Business Systems Analyst, Senior. We are seeking a highly experienced, motivated, hands-on team player with a high level of independent and critical thought who is willing to be flexible and work on a variety of tasks to support multiple business areas.

Preference may be extended to candidates who have:

• Strong skills and knowledge of Workday ERP security, configuration, reporting and integrations highly preferred.
• Good understanding of improving and normalizing data (scrubbing data, writing testing scripts, and performing quality control on data)
• Good understanding of concepts such as RESTful APIs and web services
• Advanced knowledge and experience with software testing and quality assurance principles
• Converted data to make the data compatible with a different system.

A typical day of work may include:

• Meet with users and stakeholders, gather and formalize requirements
• Analyze city systems and identify integration opportunities
• Troubleshoot integration or business processes in the ERP system
• Worked with clients to convert data between different formats.
• Create or modify existing reports, assist end users in designing more complex report in the ERP system (Workday)
• Coordinate projects and data processing plans with user departments
• Help design, develop and maintain programs, scripts, and data interfaces with peripheral systems
• Work with external software support personnel to resolve software issues
• Participate in upgrades and/or new system implementations
• Prepare, review, and approve documentation to departmental standards
• May require on-call responsibilities and after-hours and weekend support responsibilities
• May function as a team leader

• Requires local travel to other general government locations within the Gainesville area
• Normal work schedule is Monday – Friday 8AM to 5PM
• Assessments may be required
• Valid Florida Driver's License required within 30 days of appointment
• May fill multiple positions; May establish an eligibility list


Job Description:


This is advanced professional information technology lead work conducting business systems analysis and configuration of high complexity that requires the highest level of independent and critical thought, and problem definition and solution analysis.  This classification may review the work of lower levels.  Work in this class is distinguished from other classes by its leadership duties, interdepartmental interactions, independently executed and highly complex assignments, and superior technical skills.

Incumbents assigned to this classification report to an Information Technology (IT) Manager or Supervisor and work under limited direction.

Depending on the area of assignment:

Researches, evaluates and analyzes software use and operational strategies, business processes and procedures and recommends improvements to responsiveness and reliability.

Analyzes alternative methods and techniques for optimizing software use.

Acts as a liaison to programmers, users and 3rd party representatives to resolve questions of program intent, output requirements, data management, program scope and internal controls and checks throughout the software development lifecycle.

Translates business and stakeholder requirements into functional software specifications for IT system projects, upgrades, and reporting needs.

Researches and performs complex analysis of data sources and relationships.

Analyzes designs and develops complex or custom data collection/retrieval/queries/reporting to support business, statistical or financial analysis.

Troubleshoots, analyzes, resolves, monitors and documents complex user inquiries and system issues for system configuration and interfaces, data collection, data retrieval, queries, reporting, program intent and data errors.

Conceives, coordinates, designs, develops, prioritizes and executes complex software test plans, cases and/or scenarios to evaluate software changes and operational procedures.

Participates in new software implementations including initial studies, input to or creation of functional and technical specification for Requests for Information and Requests for Proposal and evaluation of vendor interviews and responses.

Leads, participates or provides Sign-off in Peer Reviews for process, test scripts, requirements, and other work elements related to proposed solutions.

Prepares, reviews, and approves documentation to departmental standards.

Maintains document management standards: including the planning, implementation, and oversight of a data management and versioning repository that provides for efficient and accurate response to business and management requests for information.

Participates in end user training and business readiness activities

Conceives, designs and performs complex application configuration affecting system functionality and intent.

Creates, schedules, executes, maintains and troubleshoots application logs and batch jobs for major software applications.

Develops and maintains programs and scripts.

Performs statistical analysis on collected data to support system analysis efforts.

Attends work on a continuous and regular basis.


May require after-hours, weekend support or on-call  responsibilities.

May function as project team member.

Performs other related duties as assigned.


To perform this job successfully, an individual must be able to perform each essential job function satisfactorily.  Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.


Bachelor degree from an accredited college or university with major course work in Information Technology, mathematics, business administration or related field, and six (6) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management; or

Associate degree from an accredited college or university with major course work in Information Technology, mathematics, business administration, or related field and eight (8) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management; or

Graduation from high school or possession of an acceptable equivalency diploma and ten (10) years of progressively responsible experience in business information systems, integrated system analysis, professional analytics, or software lifecycle management.

Relevant IT certification(s) may be substituted for up to two (2) years of education or experience.



Valid driver license required. Valid Florida driver license required within 30 days of appointment.




Advanced knowledge and experience of problem solving methods and techniques.

Proficiency with Microsoft Office applications.

Ability to think analytically, creatively and independently.

Ability to keep records and prepare reports.

Ability to communicate both orally and in writing, and work effectively with customers, coworkers, supervisors, and managers.

Ability to effectively plan and organize work to ensure quality performance in supporting multiple applications and assignments while balancing strategic and tactical priorities.

Advanced knowledge of business processes with knowledge and experience at the Subject Matter Expert (SME) level in MORE than one of the following areas: Finance, Accounting, Purchasing, Inventory Management, HR/Payroll, Customer Service, Marketing, Work Management, Field Operations, Web Content or Application Usability.

Advanced knowledge and experience with project management methodologies.

Advanced knowledge and experience with software development lifecycle.

Advanced knowledge and experience with software testing and quality assurance principles.

Strong ability to influence others.

Advanced knowledge and experience of the data and process flow within an integrated software system.

Demonstrated commitment to delivering customer success.

Ability to determine multiple approaches and choose the most appropriate solution.

Advanced knowledge and experience with the principles, practices and methodologies of Integrated and/or Web based applications.

Advanced knowledge of computer systems programming and application management techniques.

Ability to design and create record and form layouts.

Advanced knowledge and experience with complex systems research and analysis

Considerable understanding of relational database operations.

Advanced knowledge and experience with advanced data mining and query building.

Working experience interpreting system design.

SME level knowledge of database tools such as MS Access and SQL.

Ability to understand high level programming language concepts to perform business system debugging.

Ability to perform complex root-cause analysis.


To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.


While performing duties of this job, the employee is regularly required to sit for prolonged periods of time.


Work is performed in an office environment with moderate noise levels.

Requires local travel to other general government or GRU locations within the Gainesville area.
