SUMMARY:

The Senior Project Manager - Lead is the manager of the SiVance Engineering Department, which is the primary engineering resource for equipment systems in the plant. Individuals in this position must be a highly motivated, detail oriented, and capable of independent work with a minimum of supervision.  They will manage the application of engineering resources, develop people within the Engineering Department, and advise others on engineering issues.  They will also be responsible for ensuring the integrity of vessels, tanks, piping systems is adequate for specified services, and ensuring equipment designs meet applicable regulatory requirements.

 

ESSENTIAL FUNCTIONS:

          SAFETY, ENVIRONMENT, and RESPONSIBLE CARE

  1. Adhere to all plant safety policies and compliance regulations.
  2. Insure equipment designs and installations are safe and in compliance with federal, state, and local regulations and Milliken and SiVance procedures. 
  3. Actively participate in the safety process through completing of safety audits, participating in safety projects, identifying Site Hazards, contributing to safety improvements, and being an active participant of a safety team.
  4. Responsible for improving the plant safety performance.  This is accomplished by assisting with plant safety opportunities.  Specific duties include, but are not limited to, the following:
    1. Actively promote safety as a core behavior throughout all levels of the organization and lead by example by following safety rules and procedures.
    2. Actively observe/correct/complement the safety practices of others and enforce safety rules and procedures.
    3. Participate in safety incident investigations and complete corrective and preventive actions.
    4. Encourage participation in the plant Safety Process.
  5. Complete annual safety training requirements on time and insure department staff does also.
  6. Foster an awareness and consideration of energy and waste minimization in the projects undertaken by the department.
  7. Ensure appropriate and meaningful department participation in Process Hazard Analyses (PHA’s) and Process Review Committee (PRC) programs.
  8. Promote environmental awareness and compliance throughout all levels of the organization.
  9. Be aware of the relevant requirements of the Responsible Care Management System (RC-14001) and follow plant procedures to ensure compliance to requirements.
  10. Understand the RC-14001 Significant Aspects of your job and help ensure controls are in place to reduce or eliminate negative impacts.
  11. Take actions and identify and communicate ideas to minimize waste, prevent pollution and conserve energy.
  12. Contribute to continuous improvement of the plant environmental, health, safety, security, and Responsible Care performance and programs.

  

ENGINEERING

  1. Lead teams and individually coordinate the implementation of engineering projects of all sizes.
  2. Coordinate the development and implementation of the site capital budget.
  3. Assist with the long term physical planning for the site.
  4. Facilitate active and open communications between the Engineering and other departments, senior management, and other sites.
  5. Oversee development and/or maintenance of equipment files to comply with OSHA 1910.119.  Documents to be securely stored both in paper format and on the LAN.
  6. Maintain a thorough understanding of the equipment systems and processes in the plant.
  7. Maintain a thorough understanding of relevant legal requirements and industry practices.

 

CAPITAL PROJECTS

  1. Assist with preparation of the site capital plan for the following year, and future years, as requested.
  2. Manage active capital projects – scope, design, evaluation of options, preparation of estimates, Capital Expenditure Requests (CERs), cost control, and develop and adhere to a project schedule.
  3. Work with Corporate Purchasing to obtain competitive quotes and select equipment suppliers and obtain competitive bids and select service providers.
  4. Insure required Management of Change process is followed for Equipment installations, including Pre-Startup Safety Reviews.
  5. Develop and adhere to plant standards for equipment installations.
  6. Insure all documentation is completed for equipment installations (P&ID’s, SAP information, etc.)

 

COST

  1. Assist with preparation of annual department budget.
  2. Oversee department spending to maintain within annual budget
  3. Identify target areas for cost reduction and actively pursue cost reduction.

 

ASSOCIATE DEVELOPMENT and MORALE

  1. Work with Site Manager and Human Resources to ensure appropriate staffing levels; participate in interview teams when hiring is needed.
  2. Demonstrate and develop in others a high degree of creativity and foresight in the development of solutions to engineering problems and in the recognition of problems.
  3. Establish goals and complete required performance reviews of staff on time.
  4. Responsible for ensuring that department completes the required education (CBTs, GEM courses, Safety Training, etc.) on time.
  5. Responsible for reviewing and revising relevant Job Specifications on required frequency.

 

QUALITY

  1. Become familiar with, understand and comply with Milliken Quality Policy, Standard Operating Procedure(s) (SOPs), relevant ISO 9000 standards and Company Policies that are applicable to this position.
  2. Manage systems and people within the Engineering Department in a manner which adheres to the company quality policy and supports the quality procedures.  Promote and increase quality awareness throughout the organization by interaction with all departments.

 

QUALIFICATIONS

Required:

  1. BS degree or higher in an engineering discipline.
  2. At least five years of experience in the engineering field or manufacturing (plant operations, engineering or maintenance).
  3. Experience with chemical plant design and construction and familiarity with chemical manufacturing.
  4. The ability and desire to effectively lead people.
  5. Must possess excellent verbal and written communications skills and demonstrate the ability to work within and lead teams consisting of individuals from all levels in the organization.

Preferred:

  1. Project Management Certification
  2. Familiarity with OSHA 1910.119 Process Safety Management requirements
  3. SAP knowledge
  4. Clear, concise verbal and written communication, and the ability to interact with all levels of management.
